Do I need approval for a shed in the Toowoomba Region?

Short answer

In the Toowoomba Region a shed needs no building approval only if it is under 10 m², no more than 2.4 m high, no side is longer than 5 m and the mean height of any wall on a boundary is under 2.1 m. Rural sheds more than 200 m from every boundary and used for an on-site rural use can also be accepted development. Everything else needs building approval, and the planning scheme, zone and overlays can add requirements.

What Toowoomba Regional Council says

Toowoomba Regional Council puts it simply: three factors decide whether your shed needs approval, namely its size, its location and its structure. Its page on sheds, shipping containers and tents lists the small-shed exemption as an area under 10 m², a mean height under 2.1 m for any wall on a boundary, an overall height of no more than 2.4 m and no side longer than 5 m. Council adds that sheds which do not need approval must still follow building legislation and codes.

Siting must follow the Queensland Development Code, but the planning scheme may set alternative requirements. Properties that are heritage-listed or in a Neighbourhood Character Area may have further requirements. The current scheme is the Toowoomba Regional Planning Scheme, version 29, effective 21 July 2026.

Rural and farm sheds around Toowoomba

Much of the region is rural, and council's guidance on building in the Toowoomba Region covers farm sheds directly. A rural shed can be accepted development, meaning no building application, when it is more than 200 m from each allotment boundary, is used with an on-site rural use such as machinery, hay or produce grown on the property, is for an agricultural, floricultural, horticultural or pastoral purpose, and is not part of a pool or pool fence. This reflects Schedule 2 of the Building Regulation 2021.

Council also notes that its boundary-setback guidance based on the QDC does not apply to rural properties. In the Rural Zone the planning scheme gives different setbacks, so a machinery shed near a boundary on a Pittsworth or Millmerran property is checked against the scheme, not the suburban 1.5 m rule.

Rural Residential blocks: the 10% rule

Acreage blocks around Highfields, Crows Nest and the city fringe are often zoned Rural Residential. Council's example is a 4,000 m² block: once the total floor area of all sheds exceeds 10% of the land, in that case 400 m², the Rural Residential Zone Code in Part 6 of the planning scheme sets specific requirements. Count existing sheds, garages and carports when you size a new one.

Overlays and flood information

The Toowoomba Regional Planning Scheme includes bushfire hazard, flood hazard and landslide hazard overlays, and council says a bushfire overlay may require a bushfire management plan and on-site water storage. Council also publishes a flood risk information portal where you can look up a property's flood risk level. Check both before you settle on a shed position.

Planning approval is separate

Council is clear that building approval is separate to a development approval for a Material Change of Use. Most sheds on an established property will not need a planning approval, but a shed on vacant land, a shed for a business use, or a shed caught by an overlay may. Building approval itself is issued by a building certifier, who inspects the work at the required stages.
