Highfields is a plateau town about 12 km north of Toowoomba, made up mostly of large family homes on generous blocks, which is exactly where garages and workshops get built.

In the 2021 Census, 96.2% of Highfields dwellings were separate houses and 74.3% had four or more bedrooms, almost double the Queensland figure. More bedrooms usually means more cars, trailers and gear, and a double garage is often the first shed a Highfields owner asks about.

Council expects 11,000 to 12,800 more people in the Highfields Future Growth Area by 2051, with residential expansion directed to the north and north-west of the town centre under the Highfields, Meringandan and Meringandan West Local Plan. Toowoomba Regional Council

  • Toowoomba Regional Council says three things decide whether a shed needs approval: its size, its location and its structure. Siting follows the Queensland Development Code unless the planning scheme sets alternative requirements, and heritage or Neighbourhood Character properties can have extra requirements. Source
  • On rural land, a farm shed used with an on-site rural use (machinery, hay, produce grown on the property) can be accepted development with no building application if it is more than 200 m from every boundary of the lot. Source
  • In the Rural Residential Zone, extra planning-scheme requirements apply once the total floor area of all sheds on the lot exceeds 10% of the land area (for example 400 m² on a 4,000 m² block). Source
  • Council names bushfire, flood and landslide overlays; a property in the bushfire overlay may need a bushfire management plan and on-site water storage. Source
  • Council's boundary-clearance guidance does not apply to rural properties: the planning scheme sets different setbacks in the Rural Zone. Source
